La iniciativa BIOFIN-Cuba realizó a finales de noviembre el Taller de Validación del Componente 2 dirigido a analizar los gastos en la biodiversidad.

 

Luego de recapitular el procedimiento metodológico seguido por Cuba para la ejecución del análisis de los gastos en la biodiversidad, Guillermo Legañoa, representante de la Oficina Nacional de Estadísticas e Información (ONEI) y coordinador del componente 2, presentó un resumen del examen realizado para la determinación de los mismos.

 

Según el funcionario de la ONEI, hasta el momento se han realizado 14 reuniones técnicas, 10 talleres y 22 consultas dirigidas a la captación y análisis de gastos en biodiversidad, en las instituciones seleccionadas. Los análisis facilitaron la sensibilización y capacitación en el alcance del concepto de biodiversidad.

 

Legañoa también detalló cómo se partió de la propia definición de biodiversidad para la determinación clara de las actividades involucradas, y a partir de ello lograr la determinación de los gastos directos e indirectos en biodiversidad.

 

Al comentar sobre la proyección de los gastos en biodiversidad previstos en función de las tendencias actuales, explicó que las proyecciones cubren hasta el 2020, por corresponderse con el período previsto en el Programa Nacional de Biodiversidad y Plan de Acción Nacional (PNDB) 2016-2020.

 

Como parte de la agenda de la cita, el Ministerio de Ciencia Tecnología y Medio Ambiente (CITMA), el Ministerio de la Industria Alimentaria (Pesca), la Organización Superior de Dirección Económica (OSDE) BIOCUBAFARMA y el Ministerio de la Agricultura (MINAG), realizaron las presentaciones en torno al trabajo desarrollado en el examen de gastos desde sus instituciones.

 

Los representantes de dichas entidades mostraron sus experiencias desde los tres pilares de la diversidad biológica: conservación, uso sostenible y distribución de beneficios resultantes del acceso a los recursos genéticos.

El trabajo grupal de la cita permitió compartir criterios acerca de la utilidad del proceso desarrollado, las dificultadas enfrentadas y las lecciones aprendidas durante todo el examen de gastos. Desde diferentes perspectivas se valoró muy positivamente el aporte de BIOFIN en el reconocimiento de la biodiversidad y la necesidad de garantizar su financiamiento. Fue resaltado el rol utilitario de la metodología para el abordaje de estos temas desde otros proyectos, teniendo en cuenta que hay una alta correspondencia de varias actividades identificadas con el Plan de Estado para la lucha contra el cambio climático, conocido como Tarea Vida.

 

Al término del cónclave, se actualizó a los presentes sobre la marcha del componente 3, relacionado con el análisis de las necesidades de financiamiento de la biodiversidad y la determinación de la brecha financiera.

 

En ese sentido, se argumentó que BIOFIN en Cuba costeará las 20 metas de su PNDB y el 52% de las acciones contenidas en las mismas.

BIOFIN-Cuba analyses of biodiversity expenditures

 

The BIOFIN-Cuba initiative carried out the Validation Workshop at the end of November, aimed at analysing expenditures on biodiversity in the country.

 

After recapitulating the methodological procedure followed by Cuba for the execution of the analysis of expenditures on biodiversity, Guillermo Legañoa, representative of the National Office of Statistics and Information (ONEI), presented a summary of the examination.

 

According to the ONEI official, there have been 14 technical meetings, 10 workshops and 22 consultations aimed at capturing and analysing expenditures on biodiversity in the selected institutions. The analysis facilitated awareness and training in the scope of the concept of biodiversity.

 

Legañoa explained how the definition of biodiversity itself was based on the clear determination of the activities involved, and on that basis, the determination of direct and indirect costs in biodiversity.

 

He explained that the projections cover until 2020, which corresponds with the period predicted in the National Program of Biodiversity and Plan of National Action (PNDB), 2016-2020.

 

Representatives of the Ministry of Science, Technology and Environment (CITMA), the Ministry of the Food Industry (Fishering), the Superior Organization of Economic Management (OSDE) BIOCUBAFARMA and the Ministry of Agriculture (MINAG), made presentations about the work examining biodiversity expenditures from their institutions.

 

They showed their experiences from the three pillars of biological diversity: conservation, sustainable use and distribution of benefits resulting from access to genetic resources.

 

The meeting’s team work allowed sharing criteria about the usefulness of the process developed, the difficulties encountered and the lessons learned during the entire expenditure review. From different perspectives, the contribution of BIOFIN in the recognition of biodiversity and the need to guarantee its financing was valued very positively. The utilitarian role of the methodology for addressing these issues from other projects was highlighted, taking into account that there is a high correspondence of several activities identified with the State Plan for the fight against to climate change, known as Life Task.

 

At the end of the workshop, the progress of component 3 was explained, which is related to the analysis of the financing needs of biodiversity and the determination of the financial gap.

 

In that sense, it was argued that BIOFIN in Cuba will finance the 20 goals of its PNDB (National Biodiversity Strategies and Action Plan) and 52% of the actions contained in them.
